A Green Policy? I'm confused.

While most companies are taking the Government's lead and trying hard to do their bit to reduce their carbon footprint, I found this website news article rather confusing.

According to the BBC news website on 30th April 2009 the lights on the M2 motorway are going out overnight in a bid to reduce carbon emissions....er...or should I be more up with the jargon and say 'carbon footprint'. But.....er, wait a minute....weren't the lights introduced to increase safety and reduce the risk of deaths?

Could this be a case of Health and Safety Policy V Environmental Policy?

It will be interesting to see if the Dartford tolls that creates 15 mile (x 3 lanes) tailbacks during the rush hours, are removed to keep in-line with the Government's green policy. Surely this 100% self-inflicted polluter is contributing at least a thousand times more to the Government's carbon footprint than a few lights on the M2. I understand the Dartford Crossing accounts for over £70 million in revenue each year.

Could this be a case where the Government's green policy takes a back seat?
